Some are registered with the local commercial chambers and some are licensed, obviously this is the first thing to check if you will be using a Greek estate agents.

If the property you view in outside/inside the village plan and already has four walls still standing'ish, then you can rebuild without planning permission, you still need planning permission to install bathrooms, toilets etc. Connecting your new house to electricity, water and perhaps installing a phone line is a rather lengthy business!
Perhaps you wish to buy land and develop it, if you don't have a building already standing/falling down on the new land, getting electricity connected will be a rather large task.
